排檔設計 4:存貨

排檔設計的另一重點,是存貨,最近的政府咨詢文件中,提出的「留架不留貨」,都是因應存貨而衍生出的問題方案。

引發「存貨問題」的關鍵,是一連串的排檔大火,先不論起火成因,有人認為存貨與起火有關聯,也因此與安全扣上關係。但「存貨問題」的前提是空間的使用,在過時的小販政策上,在不合理的經營範圍下,也衍生出種種存貨的問題,要明白排檔的貨品種類不是一式一樣的,不同檔主解決存貨的方法有異,有檔主長途跋涉將貨品由遠處運來,有檔主租用附近的街舖或樓上單位作存貨使用,直至後來出現的「蒙古包」,都是由過往至現在衍生出的有機生態。

在這種生態下,因應生存,檔主在過時的小販政策下,都已「迫」出一套解決存貨的方法。因為排檔小販是多樣性的,以單一「留架不留貨」,不是回應問題的方案,「留架不留貨」本應是指向火警安全本身,不是迫切要解决現存存貨方法的方案,重回前篇的「目的與手段」,真正的問題(目的)是「如何提升現存存貨情況的安全性?」,而「留架不留貨」一定不是唯一的解決方案,反之因為安全問題,而要用單一方法(留架不留貨)改變現存存貨的情況是一種「下策」,要解決真正的問題,就必需檢討過時的小販政策,去提供一個合理的經營範圍。

    In Europe, the States, South America, market vendors arrive with car and trailer or a van. In HK, few vendors can afford a van or have a place to park/store goods off site. (Safe, clean,) vibrant street markets require ‘back of house’ facilities. It requires a paradigm shift in thinking FEHD to consider itself responsible for ensuring that such (public/private) facilities are available.

      Basically, FHHD just execute the “out of date law", it won’t propose any plan or solution for existing problem.

      Even assuming we have to accept the principle of “leaving no goods overnight", the solution seems to be very, childishly, simple, and everyone who has played any city management game, the Caesar series in particular, would know the solution. What they need is a shared staging area that is linked to the markets.

      The gov (FEHD does not have the jurisdiction) can buy a couple old buildings, renovate and designate them as vendor storage units with their own support fleets. The beauty of this solution is that the gov is already collecting tax/funds, in the form of license fees, from the vendors, and at the same time, a collective storage and support agreement benefits the vendors by lowering the cost. In addition, the storage units needed will be easy to calculate because the vendors are restricted in the size of their operation.

      The one thing that prevent them to adopt this policy is that the gov does not see itself as a silent partner of the vendors.
